Encouraging Good Behavior and a Positive School Culture

Forest Hills School District utilizes the Positive Behavioral Interventions and Supports (PBIS) framework to take a proactive approach toward student behavior and social supports. The goal of PBIS is to empower students to display appropriate behaviors so they can be contributing, successful members of their communities. In July, FHSD published a comprehensive review of the district’s PBIS efforts over the past school year as a way to illustrate the outcomes for students and evaluate the success of the program.

PBIS helps students learn the social, behavioral and emotional skills that are necessary for academic achievement. The program’s evidence based, tiered framework allows teachers, staff members and administrators to provide the appropriate support based on each student’s individual needs. Tier 1 support reaches all students across every school and grade level in FHSD. Tier 2 support, which is designed to target specific needs, reaches approximately 10-15% of students each year. Tier 3 support, the highest level of intensive, individualized programming, will be appropriate for 1-5% of students.

Highlights from the 2024-2025 PBIS Evaluation and Outcomes Report

  • 13% decrease in office discipline referrals (compared to the 23-24 school year)
  • 108 recovered hours of instructional time
  • 135 recovered hours of administrative time
  • 76% Tier 2 effectiveness at FHSD is above the 70% national benchmark
  • 90-100% of students and school staff can identify behavioral expectations

The Forest Hills Foundation for Education has generously provided funding and support to make it possible for all schools in FHSD to implement PBIS at the very highest level.The Foundation has provided grant funding directly to each school that has made it possible to provide tiered support that has had a positive impact on each and every student in the school district. This grant funding has greatly improved the overall quality of PBIS programming in FHSD and helps ensure students across each school are able to receive similar levels of support.
